Enact Khloey's Law regarding lost domestic animals

To enact section 2913.021 of the Revised Code to grant a person immunity from the crime of theft, and a licensed veterinarian civil immunity, for possessing a lost domestic animal under certain circumstances, and to name this act Khloey's Law.
