Requires fire exits for apartments above second story level

To amend sections 3737.82, 3781.10, 3781.104, and 4740.14 and to enact section 2305.403 of the Revised Code to require a separate, exterior means of egress for dwelling areas above the second story of certain residential rental properties and to provide a qualified immunity to landlords who in good faith comply with the requirement.
