Prohibits municipal waste discharge into certain Ohio waters

To amend sections 6111.04 and 6111.99 and to enact section 6111.61 of the Revised Code to prohibit a municipal corporation located within the Western Basin of Lake Erie from discharging any amount of waste into Ohio waters.
