Expand volunteer health care civil immunity

To amend sections 2305.234, 3701.071, and 5119.44, to enact section 3701.074, and to repeal section 2305.2341 of the Revised Code to expand the circumstances in which qualified immunity from civil liability applies with respect to volunteer health care services provided to indigent and uninsured persons.
